Virtual asset service providers must comply with the Anti-Money Laundering and Countering Financing of Terrorism Act 2009, and no provision was found that names privacy coins, mixers or tumblers. The AML/CFT reform Cabinet papers proactively released on 19 September 2025 and 12 December 2025 propose banning crypto ATMs and barring businesses from accepting more than NZ$5,000 in cash for an international funds transfer, through an AML/CFT (Omnibus) Amendment Bill that the Ministry of Justice said in July 2026 was due to be introduced in mid-2026; neither release contains a measure on privacy coins or mixers. Two amendment Acts passed on 18 May 2026 eased compliance duties and made the Department of Internal Affairs the sole AML/CFT supervisor from 1 July 2026, and the Ministry's summary of them mentions no privacy-coin measure. Checked: the Ministry of Justice AML/CFT and legislative changes pages and both Cabinet paper releases; the Department of Internal Affairs, FMA and New Zealand Legislation websites could not be reached for this check.
