A Nepal Rastra Bank Foreign Exchange Management Department notice published on 3 April 2023 (2079/12/20 in the Bikram Sambat calendar), issued under section 12 of the Foreign Exchange (Regulation) Act 2019 BS, states that transactions in virtual currency or cryptocurrency (including stablecoins), NFTs, digital assets and decentralised finance breach that Act and the Act Restricting Investment Abroad 2021 BS. It warns that residents, Nepali citizens abroad and Nepal-registered firms found using, investing in, acquiring ownership of, transferring, remitting, exchanging or mining such assets will face action under existing law. The notice restates earlier notices, including one on cryptocurrency transactions dated 2078/05/24 BS (posted on 9 September 2021) and one on Bitcoin from 2074 BS (2017). It names decentralised finance but not privacy coins or mixers, which fall under the general prohibition. A search of the central bank's website found no later notice on crypto.
