The Investments and Securities Act 2025, assented to on 25 March 2025, empowers the SEC to register and regulate virtual asset service providers, and neither it nor the SEC's 2022 Rules on Issuance, Offering Platforms and Custody of Digital Assets mentions privacy coins, anonymity-enhancing features or mixers. The CBN letter of 5 February 2021 (BSD/DIR/PUB/LAB/014/001) reminded banks and other regulated institutions that dealing in or facilitating payments for cryptocurrency is prohibited; it was addressed to financial institutions rather than individuals, and the CBN later issued Guidelines on Operations of Bank Accounts for Virtual Assets Service Providers (FPR/DIR/PUB/CIR/002/003), dated 2 January 2024 in its circulars listing. The Presidential Executive Order on Virtual Assets Coordination, 2026, announced on 17 July 2026, set up a Virtual Asset Council chaired by the CBN and assigns registration of payment, settlement and custody services for non-security virtual assets to the CBN and of securities-type activity to the SEC; the State House release describes no privacy-coin measure. On 13 October 2026 Quidax, one of the two exchanges in the SEC's Accelerated Regulatory Incubation Program, quoted live Dash pairs but had no Monero or Zcash market, and Busha, the other, listed no privacy coins.
