Paragraph 15.24 of the Securities Commission Malaysia Guidelines on Recognized Markets (SC-GL/6-2015(R14-2026), revised 20 May 2026) states that a digital asset exchange operator must not permit a privacy token to be offered for trading on its platforms. The accompanying guidance defines a privacy token as a digital token that is intended to enhance user anonymity and transaction confidentiality. The SC's summary of amendments describes paragraph 15.24 as a new requirement, introduced with a liberalised listing framework under which exchanges assess listings themselves instead of seeking SC concurrence. The rule binds registered exchanges; the guidelines contain no provision on individuals holding privacy coins or on mixers.
