The Law Library of Congress cites an Office des Changes press release of 20 November 2017 ('Mise au point au sujet de l'utilisation des monnaies virtuelles') informing the public that transactions conducted using virtual currencies violate Morocco's foreign exchange regulations and are subject to penalties and fines. A draft crypto-asset law, Bill 42.25, prepared by the Ministry of Economy and Finance with Bank Al-Maghrib and the capital market authority (AMMC), was published in November 2025; the Law Library of Congress describes it as moving beyond the longstanding prohibition under foreign exchange rules. The Law Library of Congress reported in March 2026 that the bill had not been enacted, and Morocco World News reported on 22 July 2026 that it was still under review with no firm date for submission to Parliament; we found no report of its enactment since. We could not open the 2017 press release or the bill, so we could not check whether the bill would restrict anonymity-enhanced coins, and no rule in force names privacy coins or mixers.
