The Law Library of Congress lists Iraq in its strictest category ('absolute ban'), citing a statement by the Central Bank of Iraq, and also cites Law No. 39 of 2015 on combating money laundering. The report does not give the statement's date or wording, so whether individuals may hold crypto is unknown and no start date is recorded. We could not open the central bank statement or check for 2025 or 2026 changes. No rule found names privacy coins or mixers.
